Before the draw procedure itself,  the signing of a cooperation agreement between the Association "Belarusian Football Federation" and RUE "Beltelecom" for 2023 took place. The signing of the agreement was attended by ABFF Chairman Vladimir Bazanov and Director General of RUE Beltelecom Yuri Petruchenya.

Clubs of the elite division found their rivals in the first two rounds and according to the nearest calendar of the professional individual championship.
